The strategic importance placed by the United Kingdom and its allies on the Portuguese Atlantic isles and the longstanding AngloPortuguese treaties enabled Portugal to play an important role in the complex system of international relations during both World Wars. The international environment constrained some of the choices of policy instruments but also provided opportunities to strengthen government control over the military.
