4 Empowered by the United Nations’ Decade for Women (1976–85) and sponsored through transnational funds, these groups perceived the legal system as an engine of social change and therefore targeted the mudawwana as a means to remove the conditions of gender inequalities from this state-controlled and religious-based codification of women’s rights. In 1992 these groups started their collective mobilization against the sharia-based family law by launching a mass petition campaign, collecting one million signatures against the mudawwana .
The dream of feminist reform only materialized in 1999, when the government proposed the National Plan of Action for Integrating Women into Development (NPA), promising to remove the conditions of gender inequalities from family law. The NPA was the outcome of yearlong teamwork between feminist groups and the newly elected socialist government.
